The Assembly,

Recalling its Recommendation 184;

Recalling also that nine States of Central and Eastern Europe are still kept under Soviet domination without their peoples being permitted any expression of opinion;

Re-affirming the right of these peoples to decide their own destiny,

1. that in any Western negotiations with the Soviet Union, the rights and interests of these peoples be considered;

2. that no settlement of the European problem be regarded as final until the peoples of Central and Eastern Europe have had an opportunity to decide on their future through free elections.
