The Assembly,

Recalling the steps it has already taken to encourage the participation of the Council of Europe in World Refugee Year, particularly its Order No. 127 and Recommendation 197 ;

Having regard to the attitude adopted by the Committee of Ministers on this subject, as set out in the Supplementary Report to the Tenth Report of the Committee of Ministers to the Consultative Assembly (Doc. 1029) ;

Reaffirming its belief that European countries should seize this opportunity of demonstrating their solidarity by associating themselves with this project designed to solve the refugee problem ;

Being of the opinion that it is essential to avoid the formation of residual groups of refugees and therefore to expedite the solution of problems of manageable proportions ;

Welcoming the substantial results already obtained by the national committees and appropriate international organisations;

Considering that the Council of Europe could make a useful contribution to World Refugee Year by facilitating the resettlement of the Hungarian refugees still in Austria and by improving the conditions of refugee seamen ;

Recommends that the Committee of Ministers :

1 make strong representations to Member Governments urging them to admit, apart from the quotas hitherto accepted, those Hungarian refugees in Austria - numbering approximately 200 - who have expressed the wish to settle permanently in Europe ;
2 request Member Governments which have not yet ratified or acceded to the Agreement of 23rd November 1957 relating to refugee seamen to become parties thereto.
