The Assembly,
1. Expressing its concern over the grave financial situation and the crisis of the United Nations ;
2. Reaffirming its belief that the political and economic unification of Europe is part of the effort to create a better world order within the framework of the United Nations,
3. Recommends the Governments of all member States to do their utmost to solve the present difficulties of the United Nations if need be by adopting by negotiations in the United Nations a common understanding as to how the Charter should be interpreted and practised.
