The Assembly,
"Each Member undertakes that within one year of such submission, or, where this is impossible owing to exceptional circumstances, within eighteen months, the question of ratification of the convention or agreement shall be brought before the competent authority or authorities of its country" ;
4. Recalling Resolution (61) 6 adopted by the Ministers' Deputies on 27th February 1961, whereby the Committee of Ministers resolves that :
"At the beginning of each year, each Member will make a report to the Committee of Ministers, indicating :
(b) the steps it has taken towards the ratification of other conventions, agreements or protocols ;
(c) where considered possible and appropriate, the reasons why any conventions, agreements or protocols have not been submitted for ratification within a period of eighteen months after ratification ;"
5. Considering that it would be desirable for all the member States of the Council of Europe to sign and ratify the European Convention on Establishment as early as possible,
6. Recommends the Committee of Ministers to urge the member countries of the Council of Europe which have not yet signed or ratified the European Convention on Establishment to do so at the earliest possible date.
