The Assembly,
1. Having regard to the considerations set out in Part 4 of the Explanatory Memorandum in the report of the Economic Committee, and in particular to the urgency of promoting European technological co-operation if European technology is not to be out-stripped by that of the United States of America or of other countries,
2. Recommends to the Committee of Ministers :
a that member governments :
implement the recommendations adopted by the 6th Session of ECAC, and
ratify or approve the International Agreement drawn up by ECAC on the procedure for the establishment of tariffs for scheduled air services ;
b that member governments instruct their representatives in ECAC to support the organisation, in association with the Council of Europe, of a symposium (along the lines of the symposia on transport economics organised by the European Conference of Ministers of Transport in 1964 and 1967) to be held in Strasbourg during 1969, for the purpose of a further informal exchange of views between a wide range of experts drawn from European aircraft manufacturers, European air-lines, European governments and other persons who are recognised experts in the field of civil aviation, on the desirability and feasibility of substantially expanding European co-operation and possibly integration in the field of civil aircraft construction, "co-operation" being taken inter alia as covering proper advance consultation on a Europe-wide basis between manufacturers and air-lines as to the latter's needs ;
c that the Committee of Ministers agree to the Council of Europe's associating itself with ECAC in the organisation of the said symposium to the extent envisaged in the report of the Economic Committee.
