a take the necessary steps to assure the early signature and ratification - as the case may be - of the Convention, elaborated under the auspices of OECD, establishing the International Institute for the Management of Technology ;
b invite the governments of the member States concerned to make every effort to conclude the negotiations initiated by the European Communities, by the early signature of the European technological co-operation agreement at the planned European Conference of Ministers responsible for Science and Technology of the Fifteen ;
c invite the governments of the member States to convene a further Conference of Ministers responsible for Science and Technology, embracing all interested States, to agree on an overall European research and development programme, including a comprehensive space programme and taking into account the proposals of the 3rd OECD Ministerial Meeting on Science ;
d instruct the Secretary General to present to it, before the spring session of the Assembly in May 1971, the report on the inventory of Europe's scientific and technological resources ;
e transmit the aforementioned report to the Assembly for opinion ;
f take appropriate action with a view to establishing a co-ordinating board of the international organisations concerned with environmental problems, taking into account the proposals contained in its
Opinion No. 54 (1970) and in Resolution (70) 50 of the Committee of Ministers.
