Relations between the Consultative Assembly and national Parliaments

The Assembly,

Desirous of hastening the progressive establishment of closer union between Members of the Council of Europe, in particular by strengthening the ties between the Assembly and the Parliaments of the Member States ;

Being convinced that the association of Parliaments at all stages of its work and in its decisions can give effectiveness to its action,

1. Invites Representatives to the Assembly to take all necessary steps to ensure discussion in their national Parliaments of texts adopted by the Consultative Assembly ;
2. Invites the President of the Assembly regularly to transmit to national Parliaments the texts adopted by the Assembly (printed version) and to comment in a covering note upon the significance of the decisions taken, while requesting the support of the Parliaments on particular points ;
3. Instructs the Clerk to the Assembly to report to the Assembly on the technical and financial implications of preparing a translation in the languages of the countries to which such texts are sent, whereby members of national Parliaments could become familiar with the work of the Assembly ;
4. Invites Representatives to co-operate with the Clerk to the Assembly in considering and putting into action suitable methods of inducing national Parliaments to support the Recommendations of the Assembly, the Secretariat-General being instructed to give all the necessary technical assistance to Representatives for this purpose.
