The Assembly,
1. Taking note of the 1969 annual report of the Council for Cultural Co-operation (
Doc. 2776) and of Chapter I of the Council of Europe Intergovernmental Work Programme 1971-1972 (
Doc. 2777) dealing with culture and education ;
2. Welcoming the CCC's action, in accordance with its earlier recommendations, in embarking on the reorganisation of its programme with a view to the achievement of the two major objectives, permanent education and cultural development, covered by the general theme of "Europe twenty years hence",
3. Asks the CCC to continue and complete this work as quickly as possible, so that it may play its full part in the system of European cultural co-operation, which requires fundamental reorganisation ;
4. Noting that the CCC's present administrative and financial means would not permit it to play the role required of it in the System of European cultural co-operation advocated in
Recommendation 567 (1969), as they are already inadequate to meet all the priorities of its programme,
5. Instructs its members to ask governments to increase the administrative and financial means put at the CCC's disposal.
