The Assembly,

1. Having regard to the report of its Committee on Rules of Procedure on updating the Assembly's Rules of Procedure, Doc. 3450, and its Resolution 577, adopted on 26 September 1974 ;

2. Noting that the practice prevailing for twenty years in respect of Assembly committee reports does not in all respects comply with the Rules of Procedure ;

3. Considering, on the other hand, that this practice meets the Assembly's requirements, and that it is therefore desirable to amend the Rules of Procedure ;

4. Considering the need to make some changes in terminology ;

5. Having regard to the report of its Committee on Rules of Procedure (Doc. 3639),

6. Resolves to amend its Rules of Procedure as follows :

a. Rule 28.2

In the second sentence, for "adopt" read "approve", and
In the English text only, for "interim" read "provisional" ;

b. Rule 45.4. c

- In the first paragraph, for "the vote on a report as a whole" read "the vote on the substantive part of a report as a whole" ;

c. Rule 45.10

- For "agreed to" read "approved" ;

d. Rule 46

Replace paragraphs 1 to 3 by the following text :
1.1 " The committees shall appoint a Rapporteur for each subject who shall be responsible for the preparation of the report of the committee and for introducing it to the Assembly.
1.2 The report of a committee shall normally comprise a substantive part and an explanatory memorandum.
1.3 The substantive part shall comprise one or more texts which take the form of a draft recommendationNote or opinion addressed to the Committee of Ministers, a draft resolutionNote or a draft order.Note Only the texts that make up the substantive part shall be the subject of a vote taken in committee, the results of which shall be indicated in the report, and only these texts shall be voted upon by the Assembly.
1.4 The explanatory memorandum shall be presented by the Rapporteur. The committee shall take note of it. Any dissenting opinions expressed in the committee shall be included therein at the request of their authors, preferably in the body of the explanatory memorandum, otherwise in an appendix or footnote.
1.5 Committees may also table information reports which do not contain a substantive part and of which the Assembly shall simply take note."
In the first paragraph of the original paragraph 4, for "adoption" read "approval".
