The Assembly,

1. Considering Rule 6 of the Rules of Procedure, on the examination of the credentials of Representatives and Substitutes, paragraph 1 of which lays down the procedure for their transmission ;
2. Considering that Article 25, paragraph a, of the Statute of the Council of Europe, since its amendment in 1970, makes it compulsory for members of the Assembly to belong to national parliaments ;
3. Hoping to simplify and speed up the transmission of credentials by giving responsibility for the process, where appropriate and possible, to Speakers or to the Secretariats of national parliamentary assemblies rather than to Ministers for Foreign Affairs,
4. Decides to replace paragraph 1 of Rule 6 of the Rules of Procedure by the following : "The credentials of the Representatives and Substitutes shall be sent to the Secretary General of the Council of Europe by the competent authorities of member states, if possible not less than one week before the opening of the session. Each member state shall notify the Secretary General of the competent authority it has appointed for the purpose" ;
5. Instructs the Secretary General to call on member states as soon as possible to notify him as prescribed in the last sentence of the amended first paragraph of Rule 6 of the Rules of Procedure, so that these provisions can come into force at the opening of the 29th Ordinary Session of the Assembly (spring 1977).
