The Assembly,
1. Recalling
Recommendation 889 (1980) on the crisis in Afghanistan, and condemning the invasion by the Soviet army of this country, as well as the violations of human rights, which do not permit the population to determine its future freely ;
2. Noting that, because of the occupation of Afghanistan by the Soviet armed forces, a large number of persons have left the country in dangerous conditions ;
3. Concerned by the difficult living conditions of these refugees in the camps ;
4. Noting that, according to the figures supplied by the Office of the United Nations High Commissioner for Refugees, the number of refugees from Afghanistan has exceeded 700 000 in the last few months ;
5. Expressing the opinion that the international community should make a greater effort to improve the lot of these refugees ;
6. Noting with satisfaction and expressing its appreciation of the position recently taken by the Committee of Ministers of the Council of Europe (see
Doc. 4514 and addendum) on the political and humanitarian problems of Afghanistan,
7. Invites the governments of the member states of the Council of Europe :
7.1 to grant aid to the Afghan refugees, in co-operation with the international organisations involved in this humanitarian action ;
7.2 to encourage all political development to enable Afghan refugees to return to their country in conditions consistent with the respect for human rights.
