The Consultative Assembly approves the principle of the establishment of a Joint Committee composed of Representatives of the Committee of Ministers and of Representatives of the Consultative Assembly. The task of this Committee will be :

  • To maintain good relations between the Committee of Ministers and the Consultative Assembly, and to co-ordinate their activities by periodical examinations of the problems common to them both;
  • To draw the attention of the Committee of Ministers and of the Consultative Assembly to questions which are of particular interest to the Council of Europe, and after studying the reports that have been received, to make, if necessary, suitable proposals for the draft Agenda of the sessions of the Committee of Ministers and of the Consultative Assembly, without prejudice, however, to the respective rights of these two organs;
  • Finally, to examine and to promote the introduction of such measures as are likely to give practical effect to the Recommendations adopted by the Committee of Ministers or the Consultative Assembly.

The Assembly, while recommending the adoption of special Rules of Procedure for the Joint Committee, is in agreement with the proposals and conclusions drawn up by the ad hoc Joint Committee on May 18th 1950, with regard to the structure and powers of the Joint Committee (CM/AS (50) PV 2).

The Assembly decides that the seven Representatives of the Assembly on the Joint Committee shall include the President of the Assembly and six members of the Standing Committee designated by the latter.
