In the draft resolution, after paragraph 9, insert the following paragraph:

"The Assembly is deeply concerned by the continuous failure of the Russian Federation to implement Resolutions 1633, 1647 and 1683 on the consequences of the war between Georgia and Russia, the occupation of the Georgian provinces of Abkhazia and South Ossetia by Russian troops and the refusal of the Russian Federation to allow EU monitors and to reverse ethnic cleansing."
