Ms Savchenko, who was taken prisoner in Ukraine and transferred to Russia

Written question No. 665 to the Committee of Ministers | Doc. 13625 | 08 October 2014

Signatories:
Mr Pieter OMTZIGT, Netherlands, EPP/CD

On June 17th, Ukrainian citizen and army pilot, Nadezhda Savchenko, was captured on the territory of Ukraine by pro-Russian separatist groups in the East of Ukraine. She was subsequently transferred to Russia and is currently in detention in Moscow.

She is accused of being involved in the killing of two Russian journalists. There is, however, a large amount of exonerating material.

During the last hearing on her case, she was ordered to be sent for a month-long psychiatric evaluation, which will most probably mean she will not be able to meet with her lawyer

Mr Omtzigt

To ask the Committee of Ministers:

  • Is it lawful for the Russian authorities to put a Ukrainian citizen on trial in Russia, when she is accused of having committed a crime on Ukrainian territory?
  • Is Ms. Savchenko getting a fair trial and which government is responsible for the fair trial?
  • How many people are in Russian prisons, who have been captured on foreign territory (Estonia, Crimea, Eastern-Ukraine etc.)?
  • Is the Committee of Ministers prepared to ask the Russian authorities to publish a list with all details of these prisoners, including their whereabouts and accusations?
  • I would be grateful if the Committee of Ministers could answer these questions within one month.
