Considering that the experience of the first two years of the Council of Europe points clearly to the need to limit the number of subjects which are considered by the Assembly,
Realising that effective support cannot be secured in national parliaments for the adoption of Recommendations of the Assembly, unless they are of a limited, detailed and practical kind,
Submits for detailed examination and report the proposals relating to Elimination of the Customs Barriers and Trade Restrictions(Doc. 22, 1950), and to a European Monetary System (Doc. 20 et 21, 1950, and Doc. 47), to a special Committee of seven nominated by the Bureau (of whom the Chairman of the Committee on Economic Questions shall be the Chairman), and,
Resolves, that these two Questions be the chief items of the Agenda of the Second Part of the Third Ordinary Session. "
