In the draft resolution, at the end of paragraph 3, insert the following sentence:

"The Assembly notes however, with growing concern, the lack of cooperation with the Committee on the Honouring of Obligations and Commitments by member States of the Council of Europe (Monitoring Committee) by certain member States."
