In the draft resolution, paragraph 2, after last sentence, insert the following sentence:

"Changes to the rules of procedure that contain the text of this Resolution could not restrict the scope of sanctions incurred by members of delegations whose credentials have been ratified, but have had the exercise of certain rights of participation or representation in the activities of the Assembly suspended."
