In the draft recommendation, paragraphe 1.3, delete the words:

"the forthcoming parliamentary".

Explanatory note

The proposal is to ensure that Mr Ilgar Mammadov, Mr Anar Mammadli and any other former political prisoners can be registered and stand as a candidate in any elections. This amendment would guarantee that they will not be unfairly excluded from the political and election processes to come: local, parliamentary and presidential.
