"The Assembly acknowledges that the criticism of traditional democratic institutions is a result of the manipulation, misuse or abuse of European constitutional settings and standards leading to the usurping of power by constitutional changes, including abolishing consecutive term limits for executives, legitimising incumbents’ lifetime appointments, amending constitutions for overcoming constitutional time-limits or legalising the transfer of power to incumbents’ family members."
