"Undoubtedly, a process of transitional justice to address the crimes which were perpetrated in the nineties and during the 2020 war will be indispensable to ensure durable and sustainable peace in the region and between Armenia and Azerbaijan, and the Assembly considers that such a process, while complex, may prove more fruitful in restoring confidence than aggressive actions, rhetoric or the too-hasty instigation of criminal proceedings against those suspected of association with the separatist movement."
