"referring, in particular, to the resolutions of the OSCE Parliamentary Assembly and NATO Parliamentary Assembly, calls on member States, as well as other States, to consider the possibility of designating the Russian Federation, which implements the genocidal theory and practice of racism, as a State sponsor of terrorism;"
