In the draft resolution, after paragraph 16.5, insert the following paragraph:
"The Assembly recognises the freedom and security of navigation as essential pillars of the rules-based international order. It expresses grave concern over the rise of the Russian Federation's "shadow fleet," which circumvents sanctions, disrupts established trade norms, threatens the environment and endangers human lives. The Assembly urges member and observer states to intensify cooperation, enhance transparency and adopt stricter regulations to safeguard navigation as an integral element of the rules-based order."
