In the draft resolution, before paragraph 13, insert the following paragraph:

"The Assembly notes that such actions will be made possible once Hamas is no longer in power and using its terror tactics against its own population in Gaza."

Explanatory note

Without removing Hamas, the actions recommended are unrealistic.
