1 Introduction

At its meeting on 27 June 2025, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the third part-session of 2025 (Friday 27 June) to the pre-session Bureau meeting of the fourth part-session (Monday 29 September).

The present report includes the decisions taken at the Bureau meetings held on 27 June 2025 in Strasbourg and on 5 September 2025 in Paris. Chapter 2 presents a list of decisions which do not require ratification. Chapter 3 presents a list of decisions taken by the Bureau on 5 September that require ratification at the opening of the fourth part-session 2025 of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 29 September, which will also include decisions to be ratified by the Assembly at the opening of the 2025 fourth part-session. Another addendum will be issued after the Bureau meeting of 3 October. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees which will have been approved by the Bureau.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Cyprus and Hungary is published as Addendum 2 to this report.

The Bureau will hold its next meetings on Thursday 20 November 2025 in Chisinau (Republic of Moldova), and on Thursday 11 December 2025 in Paris. The Standing Committee will meet in Chisinau on Friday 21 November 2025.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Follow-up to the third part-session of 2025 (Strasbourg, 23-27 June)

On 27 June, the Bureau heard a statement by the Secretary General of the Assembly and discussed the follow-up to the part-session.

2.2 Fourth part-session of 2025 (Strasbourg, 29 September – 3 October)

2.2.1 Draft agenda

On 5 September, the Bureau drew up the preliminary draft agenda for the fourth part-session of 2025.

2.2.2 Request for a debate under urgent procedure

On 5 September, the Bureau took note of the request by the Committee on Culture, Science, Education and Media to hold a debate under urgent procedure “Reporting from Gaza: an urgent call to protect the lives of journalists and support their work”.

2.2.3 Request for a current affairs debate

On 5 September, the Bureau took note of the request by the ALDE Group to hold a current affairs debate on the “Political crisis in Serbia”.

2.3 Communications

On 27 June, the Bureau took note of the statement by the President of the Assembly. On 5 September, it took note of the communication by the President of the Assembly, and held an exchange of views with the Deputy Secretary General of the Council of Europe.

2.4 References and transmissions to committees

On 27 June, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16198 Add.3, ratified by the Assembly the same day.

2.4.1 Extension of references

During the reference period, the Bureau also approved the following requests for extension of references:

  • The honouring of membership obligations to the Council of Europe by the Netherlands, Monitoring Committee decision, reference 4569 of 19 March 2021 (extended on 14 October 2022, 9 October 2023, 22 January 2024 and 29 November 2024) - validity: 19 March 2026: extension until 19 March 2028;
  • The situation of national minorities in Ukraine (former title: The ongoing worsening of the access of Ukraine’s national minorities to education in their mother tongues; need for a follow-up to Assembly Resolution 2189 (2017)), Doc. 15334, motion for a resolution, reference 4603 of 27 September 2021 (extended on 23 June 2023 and 19 April 2024) - validity: 3 October 2025: extension until 31 December 2026;

  • European guidelines to counter social dumping and labour exploitation (former title: Sustainable European guidelines to counter social dumping and strengthen collective bargaining mechanisms), Doc. 15823, motion for a resolution, reference 4770 of 13 October 2023 – validity: 13 October 2025: extension until 13 April 2026.

2.4.2 Consultation of committees

On 5 September, the Bureau considered the following proposals:

  • Children without identity in Europe and around the world: a crucial challenge for fundamental rights, Doc. 16205, motion for a resolution: transmission to the Committee on Social Affairs, Health and Sustainable Development for consultation;
  • The European Prisons Charter, Doc. 16209, motion for a recommendation: transmission to the Committee on Legal Affairs and Human Rights for consultation.

2.5 Election observation

2.5.1 Republic of Moldova: parliamentary elections (28 September 2025)

On 27 June, the Bureau approved the revised list of members of the ad hoc committee to observe the elections, appointed Mr Chris Said (Malta, EPP/CD) as its chairperson and Ms Elisabetta Gardini (Italy, ECPA) as its vice-chairperson, and decided to conduct a pre-electoral mission.

On 5 September, the Bureau take note of the statement of the pre-electoral delegation, approved the revised list of members of the ad hoc committee to observe these elections, and appointed Ms Lucia Plaváková (Slovak Republic, ALDE) as vice-chairperson (Appendix 1).

2.5.2 Parliamentary Alliance for Free and Fair Elections

On 27 June, the Bureau approved the revised list of members of the Alliance (Appendix 2).

2.5.3 Proposal for testing the feasibility of observing out-of-country voting in the context of the parliamentary elections in the Republic of Moldova (28 September 2025)

On 5 September, the Bureau took note of the memorandum prepared by the Secretary General of the Parliamentary Assembly, decided to observe out-of-country voting in the context of the parliamentary elections in the Republic of Moldova on 28 September 2025, as a test, approved the relevant methodology for this exercise, and declassified the memorandum.

2.6 Election of the Secretary General of the Parliamentary Assembly

On 5 September, the Bureau held an exchange of views, in camera, with Dr Despina Chatzivassiliou (Greece).

2.7 Václav Havel Human Rights Prize

On 5 September, the Bureau took note of the shortlist drawn up by the Selection Panel at its meeting in Prague on 26 August 2025, consisting of (in alphabetical order): Ms Mzia Amaghlobeli (Georgia), Mr Maksym Butkevych (Ukraine) and Mr Ulvi Hasanli (Azerbaijan).

2.8 Meetings of the Standing Committee and the Bureau in 2026

On 5 September, the Bureau approved the proposals contained in the memorandum prepared by the Secretariat as set out in Appendix 3.

2.9 Petition concerning the administration of the Spanish social benefit “Ingreso Mínimo Vital”

On 27 June, the Bureau took note of the petition and declared it inadmissible.

2.10 Institutional representation of the Parliamentary Assembly in 2025

On 27 June, the Bureau approved the proposals as set out in Appendix 4.

2.11 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

On 27 June, the Bureau approved the list of candidates in respect of Austria, Norway, Spain, Türkiye, Ukraine, and the United Kingdom to be forwarded to the Committee of Ministers.

2.12 Composition of committees

2.12.1 Committee on Rules, Ethics and Immunities

On 27 June, on the basis of proposals by the Socialists, Democrats and Greens Group, the Bureau nominated Mr Mogens Jensen (Denmark) and Mr Roberto Speranza (Italy) as members.

On 27 June, the Bureau nominated Mr Abdurrahman Babacan (Türkiye, NR) as a member.

2.12.2 Committee on the Election of Judges to the European Court of Human Rights

On 27 June, on the basis a proposal by the Socialists, Democrats and Greens Group, the Bureau nominated Baroness Shami Chakrabarti (United Kingdom) as an alternate.

On 27 June, on the basis of a proposal by the Group of the European People's Party, the Bureau nominated Ms Christine Pasquier-Ciulla (Monaco) as a representative.

2.13 Issues raised by committees

2.13.1 Committee on Migration, Refugees and Displaced Persons

On 27 June, the Bureau considered and approved the Terms of reference of the General Rapporteur on European migration and asylum policies (Appendix 5).

2.13.2 Committee on Legal Affairs and Human Rights

On 5 September, the Bureau authorised the General Rapporteur on the abolition of the death penalty, Ms Gala Veldhoen (Netherlands, SOC), to attend an event co-organised by Council of Europe DG1 and the National Human Rights Council of Morocco in Rabat on 10 October 2025, on the occasion of the world day against the death penalty (at no cost to the Assembly).

2.14 European Holocaust Memorial Day for Roma and Sinti, Auschwitz-Birkenau, Poland, 2 August 2025

On 27 June, the Bureau approved the list of members of the ad hoc committee of the Bureau to participate in this event. The list was updated by the Bureau, via a written consultation, on 15 July 2025 (Appendix 6).

2.15 75th Anniversary of the European Convention on Human Rights, Strasbourg, 4 November 2025

On 27 June, the Bureau took note of the date of the event.

2.16 World Forum for Democracy, Strasbourg, 4-7 November 2025

On 27 June, the Bureau approved the list of members of the ad hoc committee of the Bureau to participate in this event (Appendix 7).

2.17 Conference on Artificial Intelligence, London, 15-16 December 2025

On 27 June, the Bureau approved the list of members of the ad hoc committee of the Bureau to participate in this event (Appendix 8).

2.18 Meetings elsewhere than Strasbourg and Paris

During the reference period, the Bureau authorised (subject to the availability of funds):

  • the Parliamentary Network for a healthy environment and the Sub-Committee on the Europe Prize (Committee on Social Affairs, Health and Sustainable Development) to meet in Gaziantep, Türkiye on 9-10 October 2025;
  • the Sub-Committee on Artificial Intelligence and Human Rights to meet in Warsaw on 13 (full day) and 14 (pm) October 2025;
  • the Parliamentary Network on the situation of the children of Ukraine (Committee on Social Affairs, Health and Sustainable Development) to meet in Tallinn on 17 October 2025 (financed by voluntary contributions);
  • the Committee on Migration, Refugees and Displaced Persons to meet in London on 20-21 October 2025;
  • the Committee on Rules, Ethics and Immunities to meet in Cyprus on 13-14 November 2025;
  • the Committee on Legal Affairs and Human Rights to meet in London on 1-2 December 2025.

3 Decisions of the Bureau requiring ratification by the Assembly

3.1 References and transmissions to committees

On 5 September, the Bureau considered and approved the following references and transmissions to committees:

  • Regular working relationships with Taiwan, Doc. 16213, motion for a resolution: transmission to the Committee on Political Affairs and Democracy for information;
  • Concerns regarding democratic representation following the 2025 Bundestag elections in Germany, Doc. 16216, motion for a resolution: transmission to the Committee on Legal Affairs and Human Rights for information;
  • Applying ethical standards to the members of all delegations participating in the work of the Parliamentary Assembly, Doc. 16217, motion for a resolution: reference to the Committee on Rules, Ethics and Immunities for report.

The Assembly is invited to ratify these Bureau decisions.

Appendix 5 – Terms of reference of the General Rapporteur on European migration and asylum policies

Denomination: General Rapporteur on European migration and asylum policies

Term of office: two years renewable, subject to a maximum of four years.

Subject: The General Rapporteur on European migration and asylum policies ensures the visibility and coherence of the Assembly’s action to promote the Council of Europe standards on international protection, detention, data protection, procedural safeguards, and the prohibition of inhumane and degrading treatments in the way migration, border management and asylum policies are designed by member States. The General Rapporteur will have a particular role at valuing and promoting consistency between the Council of Europe standards and other instruments applicable in member States, in particular EU law. He or she shall report periodically to the Committee on Migration, Refugees and Displaced Persons on the information collected and the activities undertaken.

Responsibilities: the role of the General Rapporteur is to:

  • follow activities and maintain working relations with the Registry of the European Court of Human Rights, the Division on Migration and Refugees, the liaison office of the Council of Europe in Brussels, as well as with relevant Council of Europe intergovernmental and monitoring bodies as regards their activities related to migration, asylum and border management such as the European NPM platform, the CPT, the CDDH, and the GRETA;
  • represent the Committee on behalf of the Assembly at the meetings of these bodies where appropriate;
  • follow activities and maintain working relations with EU institutions and competent EU agencies (FRA, EUAA and Frontex) and represent the Committee on behalf of the Assembly at the meetings of these entities, where appropriate;
  • make public statements and declarations on matters relevant to his/her mandate;
  • ensure that the relevant resolutions and recommendations of the Parliamentary Assembly are promoted and given due consideration in the above-mentioned responsibilities, in particular Resolution 2555 (2024) “Ensuring human rights-compliant asylum procedures”, Resolution 2461 (2022) and Recommendation 2238 (2022) “Safe third countries for asylum seekers”, Resolution 2416 (2022) “European Union Pact on Migration and Asylum: a human rights perspective”.
