A Draft Recommendation

The Assembly,

Recalling the terms of its Recommendation 8 of December, 1951, requesting that a Conference of Experts be convened within the framework of the Council of Europe for the purpose of preparing a Draft Treaty instituting a European Agricultural Authority on the basis of the principles contained in the Report of the Special Committee on Agriculture, and that the Consultative Assembly be kept regularly informed of the progress achieved,

Noting the fact that the Committee of Ministers transmitted this Recommendation to the Member States in advance of the meeting of the Preparatory Conference for the European Organisation of Agricultural Markets, held on the 25th March, 1952, at the instance of the French Government,

Considering that there should be no relinquishing the effort to achieve co-ordination in the major economic sectors, and that most careful consideration should be given to all studies, research, recommendations and discussions in this field,

1 Expresses its surprise at having been neither invited to take part in, nor kept regularly informed of, the proceedings of the abovementioned Preparatory Conference, of which it was the original sponsor, and
2 Recommends to the Committee of Ministers that appropriate steps be taken to ensure that members of the Special Committee on Agriculture attend the European Conference on Agriculture, on behalf of the Consultative Assembly, as observers.

B Explanatory Memorandum

In accordance with the instructions of the Assembly, the Special Committee on Agriculture, at the opening of the Third Ordinary Session, tabled a Report on the establishment of a European Market for Agricultural Products and the creation of a European Authority for Agriculture. The Report was duly debated in the Assembly on 1st December, 1951, and at the conclusion of the debate Recommendation 8 (1951) was adopted, which reads as follows :

The Assembly,

Having taken note of the Report submitted by the Special Committee on Agriculture and approving the principle contained therein,

Approving the initiative taken by the French Government in convening a Conference for the purpose of'considering the creation of some of joint organisation of the principal European agricultural markets,

Recommends to the Committee of Ministers :

a That a confernce of experts be convened as early as possible, within the framework of the Council of Europe, for the purpose, of preparing a draft Treaty instituting a European Agricultural Authority on the basis of the principles contained in the aforementioned Report,
b That member countries of O. E. E. C. which are not Members of the Council of Europe shall be invited to take part in the Conference,
c That representatives of the producers be associated with the governmental exports,
d That, in connection with the work of the conference, close liaison shall be maintained with the various competent international organisations and that the Consultative Assembly of the Council of Europe shall be kept regularly informed of the progress achieved.

In implementation of the terms of paragraph (d) quoted above, the Special Committee now submits to the Assembly the following draft Recommendation, which was adopted unanimously.
