The Parliamentary Assembly of the Council of Europe reiterates its firm opposition to the death penalty in all circumstances, emphasising that it is incompatible with human dignity and human rights. It welcomes the progress made by many countries towards abolition and expresses concern at executions in countries such as Belarus, the United States and Japan, as well as at recent Israeli legislation extending the scope of the death penalty. The resolution calls for immediate moratoriums on executions, the commutation of death sentences and stricter adherence to fair trial standards, and urges countries that maintain retentionist policies to move towards legal abolition. Furthermore, it encourages young people to participate in initiatives to combat the death penalty and emphasises the importance of global mobilisation and judicial contributions in curbing capital punishment, urging international and regional organisations, including the European Union, to promote abolition in their dialogues with countries that support the retention of the death penalty.
