Summary

This resolution forms part of the Parliamentary Assembly's ongoing effort to restructure and streamline its Rules of Procedure, following the general revision introduced through Resolution 2656 (2026). Rather than introducing substantial changes, the exercise aims to make procedural texts clearer and more user-friendly. A notable clarification concerns the Assembly's integrity framework as it applies to Guests of the Assembly — including special guest, observer, and partner for democracy delegations — who will now be explicitly subject to the Code of Conduct on a *mutatis mutandis* basis. Whilst Guests will generally be exempt from submitting written declarations of interests, an exception applies to members of partner for democracy delegations appointed as rapporteurs for information reports, who must submit such a declaration within 30 days of their appointment. All Guests remain required to make oral declarations of interest where relevant. The restructured modalities relating to the Assembly's external and interparliamentary relations are adopted as an appendix, and the amendments will take effect at the opening of the January 2027 part-session.
