1. In considering the various proposals for establishing the closest possible links between the European Political Community and the Council of Europe, and the long-term considerations which some of them have raised, the Committee on General Affairs was led forcibly to see how important the purely technical question of the facilities provided by the present Assembly buildings had become in a political sense. It has therefore deemed fit to propose a Draft Recommendation on the question of enlarged facilities at the Seat of the Council of Europe, as stemming directly from the survey undertaken, from a political standpoint, of the future structure of the European Community.
2. The Draft Recommendation was adopted unanimously in Committee.

B Draft Recommendation

The Assembly,

Recalling that the Committee of Ministers have accepted that it is desirable that all European Assemblies, whether of the fifteen or of the six countries, should be held in the same building;

Considering that the experience of the month of January, 1953 has shown that the office accommodation provided by the present buildings of the Consultative Assembly is inadequate;

Realising that, unless this state of affairs is remedied immediately, serious political consequences may result;

Recommends to the Committee of Ministers that, at its meeting on 12th February, "1953 authorisation be given for the construction of a new wing to be added to the present buildings of the Consultative Assembly, so that it may be ready for use oh 1st August, 1953

C Draft Order of the Assembly

The Assembly instructs the Secretariat- General to prepare plans for such additional building, so that no time may be lost if the above Recommendation is adopted by the Committee of Ministers at its next meeting.
