The Assembly,
Considering that local autonomy represents the most ancient and firmest basis of the political structure and fundamental freedoms of European civilisation,
Considering that Local Authorities have an essential contribution to make to the proper administration of the democratic State, if only by ensuring, as they do, that every citizen shall participate in the supervision of public business.
Considering, furthermore, that the establishment of supranational powers in Europe may increase the clanger which already threatens the small measure of autonomy still enjoyed by Local Authorities,
Considering that the representation of the Local Authorities in present and future European institutions might provide a safeguard against this danger,
Decides to include in its Agenda the following question :
" Study of ways and means of ensuring the representation of Local Authorities in European Institutions ",
and instructs the Special Committee on Municipal and Regional Questions to study t h e problem and report thereon to the Assembly.
