26/10/2026 Standing Committee
The Standing Committee of the Parliamentary Assembly of the Council of Europe (PACE), which acts on behalf of the Assembly between sessions and brings together around 60 parliamentarians from the Council of Europe’s 46 member states, is to meet in Montenegro on Friday 27 November 2026.
On 10 November, Montenegro begins its six-month presidency of the Council of Europe’s Committee of Ministers, the Organisation’s executive body. The Standing Committee traditionally meets in the country holding the presidency.
Following the opening of the meeting by PACE President Petra Bayr, the Speaker of the Parliament of Montenegro, Andrija Mandić, will deliver a welcome address.
The parliamentarians will then hold an exchange of views with the Deputy Prime Minister and Minister of Foreign Affairs of Montenegro, Ervin Ibrahimović, who will chair the Committee of Ministers of the Council of Europe from 10 November.
In the afternoon the Standing Committee will debate reports on the observation of the general elections in Bosnia and Herzegovina (4 October 2026), improving the selection and election procedure of CPT members and on the modification of various provisions of the Assembly’s Rules of Procedure.
The meeting will conclude at 4.30 pm and will be followed by a roundtable on “Violence against women and the Istanbul Convention: addressing the digital dimension of violence”.
At the beginning of the day, there will be a working breakfast of the Assembly’s Women@PACE group, which brings together women parliamentarians.
