Strasbourg, 16.12.2011 - “Serbia has made significant progress in many areas and is heading towards the full completion of its commitments. However some key issues remain unsolved or incomplete, or were not completely implemented: reform of the justice system, the fight against corruption, independent media and the rights of minorities,” Davit Harutyunyan (Armenia, EDG), co-rapporteur on the honouring of obligations and commitments by Serbia, stressed on 15 December at a meeting of the Monitoring Committee in Paris.
“Serbia remains on the good track and has adopted an impressive number of laws in a short period of time. However, we will have to monitor the implementation of these laws and ensure that the democratic and legal institutions and national monitoring mechanisms are in place,” he added.
In a draft resolution adopted unanimously, the committee decided to focus attention particularly on the reform of the judiciary system, including a transparent procedure for the (re) appointment of judges and prosecutors, the fight against corruption, including the building of a transparent party funding system, independent media, the full compliance of the laws on freedom of speech, association, etc., with Council of Europe standards and their full implementation.
The report, by Davit Harutyunyan and Indrek Saar (Estonia, SOC), is scheduled for debate during the next PACE plenary session in Strasbourg (23-26 January 2012).
