The Parliamentary Assembly amends various provisions of its Rules of Procedure

The Parliamentary Assembly today decided to amend its Rules of Procedure, recalling that it has regularly made such modifications in recent years in order “to accommodate changes in parliamentary practice, clarify the rules and procedures where their application or interpretation have raised difficulties or to address specific problems”.

According to the resolution adopted on the basis of the report by Ingjerd Schie Schou (Norway, EPP/CD), these changes concern in particular the procedure for considering amendments in the plenary; the speaking time of the rapporteurs in the plenary; the notification of substitutes; the lowering of the threshold for forming a political group; the quorum requirements in committees; the duration of the terms of reference of periodic review reports by the Monitoring Committee; and the removing of the explanatory report for reports under urgent procedure.

Other changes contained in the resolution relate to the possibility for several members to submit a written question to the Committee of Ministers, and additional rights for delegations from partners for democracy under certain conditions and by decision of the PACE Bureau.
