As stated in the Supplementary Report to the Ninth Report of the Committee of Ministers (Doc. 863), the Ministers have undertaken to inform the Assembly of any measures taken by Member Governments of the Council of Europe towards the abolition of visas for journeys between their own territories and non-Member States.
Pursuant to this decision, I have the honour to enclose herewith a list of the measures taken up to 15th September 1958 by most of the Member Governments.

Austria has abolished on a reciprocal basis the need for an entry visa for nationals of the following non-Member States:
Chile
Colombia
Finland (Solely for holders of service or diplomatic passports)
Israël
Japan
Liechtenstein
Mexico
Monaco
Portugal
Pakistan
Spain (Solely for holders of diplomatic passports)
Switzerland
South Africa
The Agreements concluded with the following States are only unilaterally in force for their nationals wishing to enter Austria:
Australia
United States
Canada
New Zealand
The French Government has abolished on a reciprocal basis the need for entry visas into its territory (brief visits), for nationals of the following non-Member States:
Peru
Portugal
Nationals of the following States are exempt since 29th March 1958 from short-stay visa formalities by the French Government's unilateral action:
Australia
South Africa
Brazil
Arrangements on a reciprocal basis are being concluded with Colombia, and nationals of Uruguay will probably benefit in the near future from unilateral provisions introduced for them by the French Government.
Visa formalities for tourists have been abolished on a reciprocal basis for nationals of the following non-Member States:
Chile
Costa-Rica
Dominican Republic
Finland
Japan
Colombia
Morocco
Monaco
Pakistan
Peru
Portugal

As a unilateral measure the Government of the Federal Republic of Germany no longer demands an entry visa (tourist) from nationals of the following non-Member States:

The Italian Government has abolished on a reciprocal basis entry visa formalities for nationals of the following non-Member States:
Chile: Visits not exceeding three months,
Spain: Solely for holders of diplomatic nd service passports,
Finland: Visits not exceeding three months,
Japan: Visits not exceeding three months,
Lichtenstein: Visits not exceeding three months,
Principality of Monaco: Visits not exceeding three months,
Portugal : Visits not exceeding two months,
San Marino: Any identity card is sufficient,
Switzerland : Visits not exceeding three months.
The entry of all British subjects from Malta or the British colonies is governed by the Italo-British Agreement of 1947, amended on 28th October 1948, and, for Malta only, on 1st January 1958 (abolition of visas on a reciprocal basis).
In the case of the following States entry visa formalities have been unilaterally abolished:
Australia: Visits not exceeding three months,
Canada: Visits not exceeding three months,
United States of America: Visits not exceeding three months.
The above-mentioned facilities do not apply to entry into the trusteeship territory of Italian Somaliland, and a visa is therefore required for visitors of every nationality.
The Government of the Grand Duchy has abolished on a reciprocal basis entry visa formalities for nationals of the following non-Member States:
Spain: (visas abolished for holders of diplomatic passports)
Israel: (visas abolished for holders of diplomatic and service passports)

Portugal and Madeira
San Marino

As a unilateral measure the Netherlands Government no longer demands an entry visa from nationals of any State in the Western hemisphere.
Norway has concluded agreements for the abolition of entry visa formalities (visits of less than three months) with the following non-Member States :

An Agreement has also been concluded with regard to several British colonies and overseas territories.
An entry visa is no longer required for nationals of the following non-Member States:

New Zealand
Pakistan
Portugal
Switzerland
South Africa, Union of.
The Swedish Government has, however, specified that a national of one of the above-mentioned States may enter the country and stay there only if he has a valid visa, should he have previously been expelled or deported from Denmark, Finland or Norway and prohibited from re-entering any of those countries without special authorisation.
The following are the non-member countries of the Council of Europe with which the Turkish Government has concluded agreements for the abolition of entry visas:

(Nationals of these countries do not need an entry visa for visits of up to three months).
The Government of the United Kingdom and Northern Ireland have agreed to the abolishing of entry visas on a reciprocal basis with the following countries:

San Marino
Switzerland
Visas also have been abolished unilaterally for nationals of the United States of America visiting the United Kingdom and Northern Ireland.
