The Assembly,
Having regard to Recommendation 358 and Resolution 246 on the re-activation of the Council of Europe,
The Assembly,
Having adopted Section D of Recommendation 358 on the re-activation of the Council of Europe, which contains certain provisions that concern the staff of the Secretariat and are particularly urgent ;
Noting that the Working Party feels it impossible within the time at their disposal to consider in detail the functioning of the Secretariat, or, for lack of sufficient information, to put forward any precise and definite proposals for its reform ;
Accepting as a basis for discussion the ideas set forth in the Working Party's report,
Instructs the Bureau of the Assembly to set up, by agreement with the Committee of Ministers, a restricted tripartite committee (including representatives of the Assembly, the Committee of Ministers, and the Secretary-General) to consider in detail the structure of the Secretariat and to produce a report submitting to the Assembly and the Committee of Ministers such proposals as it thinks likely to promote the re-activation of the Council of Europe in this sphere.
