The Assembly,

1. Conscious of the profound changes now taking place in European society, and particularly of the unrest among youth ;

2. Observing that this unrest manifests itself in most European countries in varying degrees ;

3. Believing that the Council of Europe can play an important part in shaping the future of the peoples of Europe, who are bound together by a common destiny :

4. Considering that the political lessons to be learnt from the crisis of youth and society cannot yet be identified with sufficient precision and call for more thorough discussion, which might be concluded at a later session ;

5. Having taken note of the report of the Committee on Culture and Education and the oral statement by the Rapporteur of the Political Affairs Committee,

6. Instructs its competent committees to study the various aspects - political, social, cultural and others - of this crisis and to report to it at a future session.

Reply to the 15th report on the activities of ICEM (Doc. 2449)

The Assembly,

Having noted the 15th report by the Intergovernmental Committee for European Migration and the report by its own Committee on Population and Refugees (Doc. 2449) ;

Considering that the matter does not call for a resolution or a recommendation to the Committee of Ministers,

Instructs the Committee on Population and Refugees to keep the activities of the Intergovernmental Committee for European Migration under review.

Committee on Culture and Education, and Secretary General

Co-operation with UNESCO (Doc. 2455)

The Assembly,

1. Considering that its very nature is such that it exercises a political function extending beyond the strict institutional framework within which it operates ;

2. In the belief that for this reason it has a duty to indicate to the governments the major objectives in cultural and educational matters that Europe should pursue, and that should be entrusted to the appropriate international organisations and in particular to the Council of Europe and the CCC ;

3. Considering that while it is the governments that are primarily responsible for implementing international cooperation programmes, due account being taken for these objectives, and also for assigning such programmes at international level, the national parliaments assume responsibility also when they vote the national budgets, so that they are entitled to supervise the way in which money is allocated for purposes of European cultural co-operation ;

4. Convinced that benefit would be derived from insisting that the action of the various international organisations should be in line with major objectives agreed on jointly by the governments, as regards international cultural co-operation ;

5. Noting that the member states' governments rend to put through their programmes for the European region within UNESCO, and that in the long term this is liable to present the same governments, represented in the CCC, with a serious problem concerning the implementation of the programme of this important Council of Europe organ, and also with a co-ordination problem ;

6. Considering it essential that the governments of the Council of Europe member states (all of which are also Members of UNESCO) shall have a coherent policy, if resources and opportunities are not to be squandered ;

7. In the belief that it is advisable accordingly to promote concerted action by the Council of Europe member states within UNESCO,

8. Instructs

(a) the Committee on Culture and Education to submit a draft recommendation or resolution to it in good time before each UNESCO General Conference, setting out the stand to be taken by Council of Europe member states on problems of common interest arising inside or outside Europe ;

(b) the Secretary General to provide regular information on the way in which co-operation between the two organisations is developing, and on prospects.

Committee on Culture and Education, and Committee on Parliamentary and Public Relations

Promotion of modern language teaching in Europe (Doc. 2431)

The Assembly,

Having regard to its Recommendation 535 (1968) and its Resolution 379 (1968) ;

Considering that modern language teaching is an urgent and continuous concern within the concept of permanent education and "Europe twenty years hence",

Instructs :

1. its Committee on Culture and Education :

(a) to promote the implementation of the intensified European programme in modern languages of the CCC ;

(b) to report to it periodically on progress in modern language teaching in Europe ;

2. its Committee on Parliamentary and Public Relations to promote the implementation of Recommendation 535 (1968) and Resolution 379 (1968) in the national parliaments.

Instructs its Committee on Population and Refugees to consider the question of Greek refugees and to report to it in due course.

Special Committee on the Intergovernmental Work Programme

Work Programme (1968-69), and Assembly's opinion (Doc. 2463)

The Assembly,

Observing that the Committee of Ministers has not yet adopted a position on the opinion expressed by the Assembly in the framework of its Recommendation 516 on the Programme of Work for 1967-68,

Instructs its Special Committee on the Intergovernmental Work Programme to examine action taken by the Committee of Ministers on Recommendation 516 relating to the Programme of Work and to report to it whenever appropriate.
