Role of the Council of Europe in the economic field

The Assembly recommends the Committee of Ministers to propose to the governments of Member States of the Council of Europe, the earliest possible introduction of the free exchange and unrestricted circulation of the agricultural product among every European country belonging to the Council of Europe.

Statement of reasons

Among the great advantages represented by European unity, one of the most important must not be forgotten—the free exchange of goods. As far as industrial products are concerned, we should call for a reciprocal agreement between Ihe nations which would certainly settle some of the existing problems.

In the matter of agricultural products however, production depends more or less on the productivity of the soil and also on the climate of each country. There is thus a natural division of labour among the different countries.
