The Assembly,

Recalling its Opinion No. 9 on the Special Message from the Committee of Ministers regarding the social programme of the Council of Europe ;

Considering it desirable that all member States of the Council of Europe should as soon as possible sign the five medical Agreements drawn up by the Council of Europe ;

Considering it important that these Agreements should be ratified as soon as possible,

Recommends that the Committee of Ministers :

a invite member countries which have not yet signed or ratified the following five Agreements to do so without delay :

1.1 War cripples,

1.2 Exchange of therapeutic substances of human origin,

1.3 Medical and surgical equipment,

1.4 Mutual medical assistance,

1.5 Exchange of reagents;

b communicate to the Assembly any reasons for failure to sign or ratify or for delay in signing or ratifying these Agreements.
