1. The Assembly,
2. Considering the economic situation of Israel, and its agricultural and industrial progress ;
3. Welcoming the achievements of Israel in becoming a viable State and in providing employment to meet both the normal growth of the population and the influx of immigrants from different parts of the world, while at the same time raising the standard of living, and narrowing the gap between imports and exports ;
4. Convinced that the further growth of the Israeli economy largely depends on the development of industrial production and larger export markets, mainly in Europe ;
5. Taking account of the fact that the difficulties facing Israeli exports do not arise from the internal economic policy of Israel, but from the development of the EEC, through the progressive realisation of the Common External Tariff and the implementation of the common agricultural policy ;
6. Deploring the fact that the negotiations between EEC and Israel have not yet succeeded and that, following the refusal of EEC to conclude a treaty of association which could have solved the trade problems of Israel, the negotiations concerning a satisfactory trade arrangement are lasting so long, and are causing difficulties in Israel, particularly with regard to investment growth,
7. Recommends that the Committee of Ministers should urge the Governments concerned and especially the EEC to make arrangements, as soon as possible and in any event before the end of 1964, for opening increased outlets for Israeli products in their markets, and also to find ways and means of solving the difficulties that arise for the economy of Israel as a result of the formation of economic trading blocs in Europe
