The Assembly,

Having regard to its Recommendations 136 (1957), 155 (1958), 214 (1959) and 259 (1960) on a European civil service ;

Having regard to the six reports of the Consultative Committee on the European civil service ;

Commending the Consultative Committee on the European civil service, whose work offers the hope that a permanent and suitable solution may at last be found to this problem ;

Observing that for this purpose the Governments have called a Governmental Conference on the European civil service to draw up the final text of Model Regulations on the basis of the 6th report of the Consultative Committee ;

Considering that it should, at this stage, make known its opinion on the draft Model Regulations contained in the 6th report ,

Recommends that the Committee of Ministers should :

1 invite the Governments to adopt with as few changes as possible the text of the draft Model Regulations contained in the 6th report of the Consultative Committee on the European civil service ;
2 invite the Governments to give the experts representing them at the Governmental Conference on the European civil service instructions enabling them to submit the Model Regulations to the Councils of the Organisations at an early date ;
3 invite the Governments to consider forthwith, in the Council of each Organisation, the practical measures required to implement the Model Regulations after they have been adopted ;
4 make provision for effective and permanent co-ordination in matters of Regulations between the European organisations, as soon as the Model Regulations have been adopted.
