The Assembly,
Noting with concern the repeated postponements of the opening of real trade negotiations in the Kennedy round ;
Reiterating its belief that a successful round of trade negotiations on the basis of the principles agreed by the Ministers of GATT in May 1963 is of the greatest importance for sustaining dynamic and balanced economic growth in the Atlantic area, for promoting trade between the industrial countries and the developing countries and, not least, for mitigating the repercussions on intra-European trade of the present division of Europe into two economic groupings ;
Believing that the difficulties over agriculture have to be resolved on the basis of a compromise formula with regard to the objectives to be reached which would at one and the same time ensure, as far as possible, stability of agricultural markets, and maintain outlets for efficient producers ;
Hoping that every effort will be made to reach agreement rapidly on automatic rules to deal with tariff disparities, but believing that the absence of such an agreement should not constitute an obstacle to opening real negotiations ;
Believing that the responsibility for imparting a new political stimulus to the Kennedy round rests, to a very large extent, also with the member countries of the Council of Europe,
Recommends the Committee of Ministers to give earnest consideration to the Kennedy round at their next meeting within the framework of the discussions pursuant to their Resolution (63) 6 of May 1963.
