The Assembly,
1. Aware that young workers are particularly affected by the rapid development in social and occupational structures, considers that more attention should be given to the problems of young workers ;
2. Noting that, in consequence, the pattern of employment opportunities for young workers is changing rapidly, stresses the need for up-to-date and integrated vocational guidance, training and education schemes ;
3. Aware of the pressing claim of the young to improve democratic structures in the world of industry and business by means of wider scope for initiative, participation and discussion, in both firms and trade unions ;
4. Considering that the changes resulting from new methods of production and working processes require that standards concerning the protection of the health and welfare of young workers should be improved, stresses the need for the full implementation of the various standards of the International Labour Organisation (ILO) on the protection of the health of young workers,
5. Recommends that the Committee of Ministers invite member governments :
i to ensure a better professional orientation of the young through the setting up of comprehensive vocational guidance systems in which teachers, employers, trade unions, youth organisations and specially trained youth employment officers co-operate ;
ii to promote close co-operation between educational authorities and those responsible for occupational training and career planning in business and industry with a view to ensuring that vocational preparation is up-to-date and based on the demands of the employment market ;
iii to study, in co-operation with employers organisations and trade unions, how satisfaction in the work of young workers can be improved, particularly by stimulating their personal initiative and promoting their participation in the life of the enterprise ;
iv to implement fully the International Labour Conventions and Recommendations on the protection of the health, the medical supervision and the welfare of young workers.
