The Assembly,
2. Regretting the repeated postponement by the Committee of Ministers of a decision to undertake a scientific analysis of the present system of scientific and technological co-operation, as well as the unfortunate delay in finalising Part I of this analysis ;
3. Welcoming the transmission in October 1971 by the Committee of Ministers to the Assembly of the progress report on Part I of this three-part analysis, Part I being entitled "Preliminary examination of research systems in European science (PERSEUS project)" ;
4. Expressing its satisfaction at the high scientific quality of the PERSEUS Report, and hoping that concrete and practical proposals for the political solution of the problems of European scientific and technological co-operation will be made in Part II and Part III of the PERSEUS Report ;
5. Thanking the Committee of Ministers for the submission to the Assembly for an opinion of the final version of the PERSEUS project dealing with the typology, the general theory and the "size of the effort" of European scientific and technological co-operation, and expressing the wish that the PERSEUS Report should be distributed as background documentation to the 3rd Parliamentary and Scientific Conference ;
6. Hoping that Part I of the Scientific Analysis (PERSEUS project) will help to promote the better utilisation and more efficient management of European scientific and technological resources, and be of particular value to the further work of the European Conference of Ministers of Technology of the Nineteen organised by the European Communities ;
7. Expressing the wish that Part II and Part III will be undertaken, as originally proposed, as an intergovernmental operational inventory under the direction of a steering committee of the heads of the interested European scientific and technological organisations ;
8. Believing it to be important to pursue Part II and Part III referred to in the PERSEUS Report,
9. Recommends that the Committee of Ministers :
a grant the necessary sums for the continuation of work on Part II and Part III of the present system of international scientific and technological co-operation ;
b transmit the preliminary examination of research systems in European science (PERSEUS Report) to the Commission of the European Communities, with a request to put it at the disposal of the Conference of Ministers of Technology of the Nineteen.
