1. The Assembly ;
2. Welcomes with great satisfaction the decisions taken during recent weeks by the Council of the European Economic Community, in particular those which led to the adoption of a common agricultural policy and the entry into the second stage of the transitional period of the Common Market as from 1st January 1962;
3. Considers that these decisions are the fruit of a political desire to unite and, as such, constitute a decisive step towards the construction of the European community ;
4. Believes that the European Economic Community is now in a position henceforth to devote a greater proportion of its efforts to furthering the negotiations with the other European countries, and is at the same time in a position of increased responsibility;
5. Hopes that the political will to succeed, which has enabled the Six to overcome their internal difficulties, may be shared by all partners in the coming negotiations between the European Economic Community and the other European countries; and that it may induce them to conclude as rapidly as possible the accession or association agreements which are the object of these negotiations;
6. Learns with satisfaction that the negotiations between the European Economic Community and the United Kingdom and Denmark have already begun, and in a spirit of mutual understanding;
7. Hopes that the same will be true of Ireland in the next few weeks ;
8. Welcomes the steps taken by the Governments of Austria, Sweden and Switzerland with a view to entering into negotiations with the European Economic Community in their turn, to determine the conditions of their association with the Common Market ;
9. Considers that it is for the Council of Europe, which, alone includes all the countries concerned, to follow closely the development of all negotiations concerning the extension of che European Economic Community to further European countries; requests that the Assembly be regularly informed by the European Economic Community of the progress of the negotiations in the same manner as the Organisation for Economic Co-operation and Development; and expresses the hope that the Governments concerned and the Commission of the European Economic Community will take an active part in the discussions which the Assembly will be holding on these questions during its forthcoming sessions.
