The Assembly,

Having regard to the convocation in May 1964 of an ad hoc Committee instructed to draw up for the Committee of Ministers proposals relating to the future of the Council for European Cultural Co-operation, in the light of the experience acquired during the initial and experimental period of three years since its creation ;

Having noted with pleasure that the Chairman and two Vice-Chairmen of the Cultural and Scientific Committee will be invited to participate in the proceedings of the above-mentioned ad hoc Committee ;

Having taken note of the 1st report of the CCC, presented by its President (Doc. 1565) ;

Having taken note of the report of the Cultural and Scientific Committee on the development of European cultural co-operation and ways in which the action of the CCC might be rendered more effective (Doc. 1662 ;

Decides that it is highly desirable, if not indispensable, in the present political situation, to strengthen and develop European cultural co-operation both in order to ensure closer association among the European countries and to present the "cultural personality" of Europe to non-European countries ; and

Instructs the Cultural and Scientific Committee :

to draw up in preparation for the above-mentioned ad hoc Committee and in close liaison with the office of the CCC and the Director of Education and of Cultural and Scientific Affairs concrete proposals relating to :
1.1 the extension of the activities of the CCC especially in the fields of :
a the presentation of Europe to non-European countries ;
b publications ;
c public relations ;
1.2 the adaptation to new and future needs of the structure and working methods of the system of European cultural co-operation of which the CCC is the centre ;
to report on its proposals at the first part of the 16th Session to be held in April 1964.
