The Assembly,

1. Having examined the 11th Progress Report of the Special Representative for National Refugees and Over-Population in Europe (Doc. 2242) ;
2. Noting with satisfaction the Special Representative's unwearying efforts to improve the material, legal, psychological and social position of migrant workers ;
3. Welcoming the progress made in the field of vocational training, and especially the smooth operation of the vocational training grants programme ;
4. Noting with interest that fresh studies are to be undertaken by the Special Representative in 1968, particularly in regard to industrial safety for migrant workers, the education of their children and the present state of over-population in some regions of the member countries of the Council of Europe and welcoming the inclusion of these questions in the Intergovernmental Work Programme ;
5. Stressing that it should remain closely associated with the preparation and implementation of the work programme of the Special Representative and his Advisory Committee ;
6. Considering that the Intergovernmental Work Programme should in no way interfere with the Special Representative's right of initiative as defined in his terms of reference, particularly if any exceptionally serious events demand urgent action,
7. Urges the Special Representative :
a to continue his meritorious efforts to improve the situation of migrant workers and promote vocational training ;
b to formulate a procedure by which it may, at the appropriate time, express its opinion on any recommendations he may make in implementation of the Intergovernmental Work Programme of the Council of Europe ;
8. Reserves the right to make appropriate recommendations to the Committee of Ministers in due course.
