The Assembly,

1. Thanking the President of the 2nd European Space Conference for having presented a report on the outcome of the Conference, in accordance with the request expressed in Resolution 347 (1967) ;
2. Convinced of the beneficial impact on Europe's potential in science and technology of a fruitful dialogue between the European Space Conference and the Assembly of the Council of Europe on a European space policy ;
3. Expressing satisfaction with the increased awareness of European Ministers responsible for space policy of the necessity for laying down and executing a coordinated European space policy and stressing in particular the urgency of constructing a European communications satellite ; regrets that the question of the amalgamation of European space organisations has been deferred ;
4. Noting with satisfaction the proposal to set up a Directing Committee representing Governments to supervise the construction of a European experimental telecommunications satellite ; regrets that no Authority to supervise all European space activities has so far been established,
5. Resolves to invite the 3rd European Space Conference :
to lay down and execute a medium and long-term co-ordinated European space programme, including the completion of the Large Astronomical Satellite (LAS) and the construction and launching of an experimental communications satellite ;
to see to it that agreement is reached on a common European posture with regard to the Intelsat renegotiations in 1969 ;
to take the necessary steps to set in motion the construction of European communications satellites which could also be used for meteorological and educational purposes ;
to give further consideration to the question of amalgamation of the present European space bodies.
