The Assembly,

1. Having regard to Resolution 366 (1968) on the amendment of certain provisions in the Rules of Procedure ;
2. Having regard to the report of the Committee on Rules of Procedure (Doc. 2418) ;
3. Considering it advisable to amend and amplify the provisions in the Rules of Procedure concerning procedural motions,
4. Resolves to amend Rule 33 (Procedural motions) so as to read as follows :
4.1 "A Representative shall have a prior right to speak if he asks leave :
a to move the previous questionNote or a dilatory motionNote which, unlessthe President decides otherwise, shall be in order only if lodged in writing at least six hours before the start of the debate ;
b to move the adjournment of the AssemblyNote or of adebateNote ;
c to move the closure of a debateNote ;
d to move reference to committee.

None of these procedural motions may be tabled more than once during the course of adebate.

5. In addition, a Representatives shall have a prior right to speak if he asks leave to call the attention of the Chair to a breach of order or an abuse of the Rules of the Assembly."
