The Assembly,

1. Hoping that negotiations for the enlargement of the European Communities may begin shortly ;
2. Considering that this will involve the economic organisation of Western Europe as a whole round the Community ;
3. Considering that the negotiations for the enlargement of the Community cannot be separated from the question of its future economic and political development ;
4. Approving the conclusions contained in the report of its Committee on Economic Affairs and Development (Doc. 2635),
5. Expresses the hope that the six founder Members of the Community, at their forthcoming summit meeting, will :
a adopt a statement of intention with regard to the future development and enlargement of the Community ;
b formulate an overall strategy involving a clear order of priorities for the economic and political negotiations that lie ahead ; and
c fix a date for the opening of negotiations.
