Reply to the 17th report on the activities of the Office of the United Nations High Commissioner for Refugees

The Assembly,
1. Having examined the 17th report on the activities of the Office of the United Nations High Commissioner for Refugees (
Doc. 2780) ;
2. Noting with satisfaction the increase in 1968 and 1969 in the number of governments having ratified the Convention and the Protocol relating to the Status of Refugees ;
3. Welcoming the fact that the Office of the United Nations High Commissioner for Refugees supported the adoption by the Organisation of African Unity of a convention governing the specific aspects of the problems of refugees in Africa ;
4. Disturbed to note that the number of refugees within the High Commissioner's competence in Europe in 1969 was still in the region of 650,000, and hoping that the proposals in
Recommendation 564 of the Assembly and in Resolution (70) 2 of the Committee of Ministers will rapidly be implemented by the Council of Europe member governments ;
5. Paying tribute to the efforts of the United Nations High Commissioner for Refugees, in conjunction with the Council of Europe member governments, following the events in Czechoslovakia of August 1968 ;
6. Noting that the increase in the number of refugees in Africa and Asia is creating particularly difficult problems for the United Nations High Commissioner for Refugees,
7. Calls on the Council of Europe member governments to continue to facilitate the activities of the United Nations High Commissioner for Refugees, through their financial contributions and support.
