Co-operation among cultural institutes outside Europe

The Assembly,
1. Recalling its efforts to secure a reorganisation of European cultural co-operation in the interest of greater cohesion and hence increased efficiency, as advocated in its Recommendations 497 (1967) and 567 (1969) ;
2. Considering that these efforts should be extended abroad by presenting Europe as a cultural entity in other parts of the world ;
3. Believing that the first step to be taken in this direction would be to promote close co-operation amongst the cultural institutes which Council of Europe member States maintain outside Europe ;
4. Conscious that such co-operation would be such as to transcend national characteristics in the interests of the greatest possible unity ;
5. Noting also that close co-operation amongst cultural institutes outside Europe would not only enable considerable savings to be made in the facilities and funds allocated to them, but would also increase the impact of the resources available, which are often inadequate ;
6. Believing that cultural institutes or similar agencies would benefit from a comparison of :
their organisation and working methods,
the results they obtain,
their plans for the future ;
7. Having consulted highly qualified experts,
8. Instructs its Committee on Culture and Education to arrange a conference of leading officials of central bodies responsible for member States' cultural institutes, for the purpose of comparing experience and working out ways of operating more rationally outside Europe.
